CALL TO ORDER
Chair Kehoe called the meeting to order at 7:40 p.m. He announced the exit locations in accordance with Connecticut General
Statutes § 29-381, after which the Council joined him in the pledge of allegiance.
RECOGNITIONS AND AWARDS

to adopt the following resolution:
Know All Men By These Presents:
Whereas, Susan Skowronek has served her community with honor and distinction as a Town Councillor from November 2009 through November 2011; and
Whereas, as a Town Councillor, she was a strong, passionate advocate for the well-being of all citizens of East Hartford, and especially for the students attending East Hartford schools; and
Whereas, she has represented the Town Council on the Economic Development Commission and the Public Building Commission, and served on the Personnel & Pensions Committee of the Town Council; and
Whereas, Susan Skowronek has fought to improve the business climate of our town through her work on the Town Council and the Economic Development Commission.
Now, Therefore Be It Resolved that the Town Council, expresses its appreciation to
Susan Skowronek
for her contributions to the Town Council and her friendship and extends best, heartfelt wishes for continued contributions to our town.
Further, Let It Be Known that Mayor Marcia A. Leclerc joins the Town Council in this affirmation of tribute and honor.
Most of the Councillors expressed their appreciation to Ms. Skowronek for her service to the town. Ms. Skowronek thanked her family for their support which allowed her the time to serve her community.
OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS
Todd Matthews, 81 Central Avenue, stated that the excessive speeding issues on Central Avenue, while improved, still exist and asked for a resolution to this problem.

NEW BUSINESS
State of Connecticut Multi-Use Trail Right of Way Agreement

to adopt the following resolution:
RESOLVED, that Marcia A. Leclerc, Mayor of the Town of East Hartford, is hereby authorized to sign the State Project No. 42-300, Federal Project No. H024 (003) Multi-Use Trail Right of Way agreement entitled: “Agreement Between the State of Connecticut and the Town of East Hartford for Rights of Way Activities in Conjunction with Acquisition of Property for a Multi-Use Trail in the Town of East Hartford Utilizing Funding from the High Priority Projects Program” and to file any amendments or reports as may be required to successfully complete the terms of the contract.
BE IT FURTHER RESOLVED that Marcia A. Leclerc was elected Mayor. Her term of office began on November 14, 2011 and will continue until November 12, 2013. As Mayor, Marcia A. Leclerc serves as the Chief Executive Officer for the Town of East Hartford, and is duly authorized to enter into agreements and contracts on behalf of the Town of East Hartford.

Ordinance Committee: Setting a Public Hearing Date for Public Comment to the Revisions to Section 2-115 of the Town of East Hartford Code of Ordinances for Director of Parks and Recreation, Director of Human Resources and Director of Inspections and Permits (Building Official)

to set a public hearing date of Tuesday, January 17, 2012 at 7PM in
Council Chambers to hear public comment regarding proposed revisions to
Section 2-115 of the Town of East Hartford Code of Ordinances which
amends the job descriptions and qualifications for three town directors:
Parks and Recreation, Human Resources and Inspections and Permits.

Tax Policy Committee: Setting a Public Hearing Date of January 17, 2012 re: Improve East Hartford Program

Council Chamber to hear public comment regarding the proposed “Improve
East Hartford” Program.

Recommendation from Tax Policy Committee: Tax Liens Sales/Foreclosures: RFP

to authorize the administration to conduct a tax lien sale by way of a
request for proposal (RFP) and to seek and receive sealed bids pursuant
to an invitation to bid on a number of tax liens held by the town on specific
real property as listed on a "delinquent report" produced by Finance
Director Mike Walsh dated November 10, 2011 and attached to a
memorandum from Mayor Leclerc to Rich Kehoe, Town Council Chair,
dated December 6, 2011 subject to the following four conditions:
- The Collector of Revenue shall notify the~record owner of each property subject to a lien that is to be included in the tax lien sale, by certified mail, that the lien is being included in the request for proposal and invitation to bid, and that~the owner should contact the Town immediately to pay the taxes or seek a payment plan if they wish to keep the Town's tax liens on their property from being sold;
- In order to qualify for a payment plan, the property owner must meet the following three criteria:
- They must remit 25% of the outstanding amount due
- They cannot have defaulted on a prior payment arrangement
- Their property must not have active property code violations
- The letters from the Collector of Revenue to each property owner shall notify the property owner that the purchaser of the tax lien on their property shall have the right to foreclose on that property; and
- The Administration shall return to the Town Council with the results of the request for proposal and that the proposal for each tax lien must be approved by the Town Council before it is sold.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION
Ram Aberasturia asked for a 10-year summary of accidents occurring on Roberts Street, in the vicinity of Margarita’s, involving vehicles, pedestrians and bicycles.
Pat Harmon (1) asked if the items that were reconstructed at the new Firehouse were paid for by the town or the contractor; and (2) requested an update on leaf collection.
Bill Horan commented on the grand opening of Firehouse #5 and what a success it was.
Bob Damaschi asked Mike Walsh if the changes requested by the Council to the Covanta contract had been incorporated into that document. Mr. Walsh stated that those changes had been made and he would forward a copy of the contract to the Council.

Marc Weinberg recognized the January birthdays of Barbara Rossi, Gerry Rodriguez and Elaine Carey.
Rich Kehoe announced that the Brian Aselton Snow Dash will be held on Sunday, January 8th and urged all to attend.
